New Partnership to Increase Medicaid Funding for KY EMS Providers

The Kentucky Ambulance Providers Association is excited to announce a new Preferred Provider Agreement between the Kentucky Ambulance Providers Association (KAPA) and Public Consulting Group (PCG) to help public EMS agencies across Kentucky access more sustainable Medicaid funding through the new Ambulance Supplemental Payment Program (ASPP).Ambulance Supplemental Payment Program (ASPP).

The ASPP brings in additional federal Medicaid dollars for transports covered by Medicaid managed care plans—helping close the gap between reimbursement and the actual cost of care. This funding is in addition to what you are already receiving through the APAP!

PCG offers support to KAPA members through:

  • Annual cost report preparation & submission
  • Audit and compliance support
  • MCO payment coordination and IGT assistance
  • Ongoing education and policy guidance

 Key Dates

  • Sign-On by: April 15, 2025
  • Cost Report Due: May 15, 2025
  • Program Effective Date: January 1, 2026
